It is not as powerful as the ps3 though in some circumstances, but I completely agree with what you are saying. At least EA and Ubisoft are using the piece of hardware close to its full potential.

Sorry I do not know, I am not the fighting game kinda guy, I do like all stars and smash bros, but usually not mortal kombat and street fighter. Simple terms, I do not know much about the game.
To be fair, Nihilistic is creating the game from scratch, not a console port.
2nd off, development time for a "Handheld" game of a "Console Quality" nature is not taken seriously from what I can tell, be it iPhone or Vita, Development time for something you take on the go is not something any company looks forward too. Sure its slowly becoming the norm, but its an uneasy thought to swallow.
(Take Epic Games for instance, they just postponed thier Infinity Blade: Dungeons iPhone game to 2013 after announcing it "Coming Soon" in april. This means time is also of importance, which Activision is not giving enough)
3rdly, Nihilistic is a small (Crappy) development group, its not backed up by the entire Capcom enterprise as you believe every developer has at thier disposal.
And lastly, its the same Street Fighter engine used on ALL devices, 3DS, Vita, 360, PS3 everything! An easy port to the Vita was expected turn out. And it turned out great! It looks fantastic!
