When does play-station network add new releases?

Do they wait a few days not to take sales away from game? Same day or better yet does anyone know if they release it like a midnight release?

Every Tuesday the store is updated. The past month they've been releasing games on their Tuesday release dates. If I'm correct, none of those titles were midnight releases. You'd have to wait until the store is updated sometime during Tuesday to get the game. Check the Playstation blog every Sunday for a blog post showing all of the new content coming to the Playstation Store that Tuesday.
