Okay. So it's like this.
I have 2 $20 PSN cards and redeemed it on PSN. Then, I went to the PS Store to download a $1.99 car first (Carson GT Nighthhawk) as a precautionary measure to make sure it works. After downloading it, I loaded up my ASIAN copy of Burnout Paradise and looked for it.
Surprisingly, IT WASN'T THERE! It said I have to purchase it, even though it was installed on my system.
Now, don't give me all that "DRM" nonsense. I've known that Asian EA games WILL WORK with US EA DLCs and vice versa. (It worked for NFS: Hot Pursuit and Battlefield 3). However, even since Sony changed their PS Store layout to the god-awful "Metro" store, the problem started.
Oh, and when I checked my local US Burnout Store to check on the DLCs, all I got was a message saying that the DLC is "Not Available Now".
Seriously, **bleep**?

Thanks for the info, but it doesn't explain how the US version of BF3 Premium worked for my ASIAN copy of BF3.
I know US-Asia cross region DLCs work for EA games.
