Yes. No. Not until the $75 is gone or near gone. If you leave the CC on the account it'll automatically fund your wallet when you don't have enough to make a purchase.

What you would need to do is erase the credit card information from your account so that the card is no longer being charged. Since the money is non-refundable I believe it possible just to add money off the card and then have it removed.
Adding up the dollars, if fifty dollars more is added to your wallet, then the amount would indeed increase compared to whatever is currently in your account. Buying a $50 and $20 PSN card would total $70 all together, for instance.
