You don't need a CC just an address in the country you want to make your PSN account on (which, for most people is fictional since they don't live there). However, since I think you already have a PSN account and this PS+ is for a completely different region the best you can do is trade, PS+ is good but not good enough that you'll want to forsake your current account and whatever trophies you have in it~.

Some Plus trials require a credit card, because I think they automatically renew at the end of the trial. I remember I had a couple Plus trial codes last year I couldn't use because I don't have a credit card.
