@CHRISRHODE2004: As you might already know, the new PSN Store interface has finally been deployed in the Americas. This is why before accessing the PSN Store you are prompted to download file.
Since you are having problem with the download, I would recommend trying a wired connection.
If that doesn't work then I suggest you try Restoring the File System. The problem could be at the HDD level where the system is having a hard time writing to it. For this you will have to access Safe Mode [Click the link, watch the video, read the page] Once you access Save Mode use the 3rd option Restore File System.

mmhmm I see. That doesn't leave you with many options. Then as of now the options you have are
1) reporting the problem to SONY
2) see how many other people have experienced the same issue [hopefully see how they solve the issue]
