ive called still no solution.. het sony .. maybe do youre job please. Since battlefield premium has came out sh@@ hit the fan error code.. when purchasing no solution. tried everything two dofferent cards as well...... is there a quick fix .. has anyone tried the psn card. i bet that works bastards. i bet this is a way to increase share price and show that ppl are buying on ps store..

I'm getting this error too now I just want to throw some money at Sony but I guess they don't want it. getting an error on my Vita too, and even trying to add funds though the SEN website isn't working.

I just bought my PS3 yesterday, signed up for PSN, and was wanting to purchase PS Plus, and guess what? I'm having exactly this same problem. My credit card information is dead-on, I have over $7K available on it, and after talking to USAA today, have verified that there is nothing wrong on their end.
Since I'm not the only one experiencing this problem, it's easy to assume that it's genuinely Sony's fault.
When I searched the error code on the site here, it came back as a "Network Issue", and it tried to blame it on MY network, as if something was wrong on my end (As I assume all of you are laughing at too). I laugh at the thought that my 10 Ping, 86Mb/s download, and 76Mb/s upload would ever be a problem with PSN. hahaha.
Get this resolved, Sony. I'm a new and possibly old customer.

Ok, for those of you who havn't figured it out yet, error 80023102 means that something is wrong with your billing information. to change this, turn on your ps3, sign in, go to account management, go into your billing information, and make sure that everything is correct. If your like me, your old credit card expired, and you forgot that you got a new one, so you just have to change your experation date like me. I went in, changed the exp. date and everything was fixed and bf3 premium is now mine.

Aaron I am as geeky as they come - my billing info didn't match 100% for years it and worked fine, I've updated my cards when they expired. One day I was buying stuff and the next Error 80023102, which I've been getting for about a week now. But yes that is one cause of error 80023102. So I went on a few days ago and made sure my billing info matched my credit card info EXACLTY and still am getting it. Today I was getting the error code, then I tried it again at random and was able to add 5.00 to my wallet.. my excitement was short lived however since when I tried to add more funds after that it went back to the error code.
If you read through the thread there are some examples of it spontaneously working again.. so while 80% of these are billing info, in my case it definetly is not.. and the I can say without exaggerating that Sony Customer service in this regard has been terrible.

You know what.. a thought just occured to me (scary I know) I bet the vendor did a credit check and is denying people with bad credit (like me hello divorce, hello banktruptcy - a few years back, back on my feet now) I wonder if that's what is going on. So even though I have credit card with balance they might be blocking people.. which leads me to wonder how much trouble is sony in financially? Just a theory...

An interesting theory but probably not the case. I've been having the same problem with adding funds and my bank called me today to offer me a line of credit. My credit can't be all that bad if my bank is doing that.
I tried emailing Sony customer support and they responded with what seemed a pretty standard response. I tried doing what they said but none of it worked. The email mentioned a potential problem with the card's verification system, so I tried adding points on my 360, which has exactly the same banking information. It worked perfectly on the 360. Too bad I didn't actually want to buy anything on it, I just had to verify that I wasn't crazy and that my card and info were perfectly fine.
