So technically let's say we reserve a name and the time it takes to link to a system expires and we loose the name can't we just setup the account again and try to enter the same name?

um no. it's not our posting names.

you can create the account on the ps3

or online when it lets us

then when we get a ps3, we match them up

if we wait months before we match them up

we'll loose the name

 if u dont plan to get the system anytime soon, there's no need

to the people getting their console this evening: it may be quicker to set it up on your ps3. :s

The PLAYSTATION®Network account must be bound to a user account.

That link that you posed above that talks about privacy and whatnot  seems like that's just to try to login to change your PlaystationNetwork account into.
It looks like you need a local PS3 account to make this all work...
