you can create the account on the ps3
to the people getting their console this evening: it may be quicker to set it up on your ps3. :s

Your local account is the user account for the PS3 system, and is accessed any time you play on the PS3 system whether or not you access the PLAYSTATION®Network. Your PLAYSTATION®Network account is the account you use anytime you are on the PLAYSTATION®Network. If you do not want to access the PLAYSTATION®Network, you do not need a PLAYSTATION®Network account. However, you must have a user account in order to have a PLAYSTATION®Network. The PLAYSTATION®Network account must be bound to a user account.
That link that you posed above that talks about privacy and whatnot seems like that's just to try to login to change your PlaystationNetwork account into.
It looks like you need a local PS3 account to make this all work...
