No. The only option for backwards compatibility will be through the Gaikai game streaming service which will start to roll out in 2014. And before you ask, we know barely anything about this service at this time.
Crap, you beat me to it!

I cant wait for the PS4 and I would expect that PS4 would be able to play PS3 games. You all know the PS3 Plays PS1 games so it could be the same and being that the Vita which can play PS4 games can also play PS1 games and PS3 games it will probably be the same but they will be PS3 "classics".
no, the ps4 will not play ps3 games however, IT SHOULD, play ps1 and ps2 games just fine. The ps4 uses x86 architecture which is great, which is what computers use. I believe that the ps1 and ps2 were also x86. The ps3 had a complex cell chip made by ibm.
What dooes this mean?
* There should be a ps4 emulator out for pc pretty much straight away. It will be incredibly easy.
* The cell chip on the ps3 is very complex, which is why there even to this day is no emulator (there is for pretty much every other console). It is just too hard. Because of this, ps3 games will not work on ps4. Cell was a big mistake by sony.
* Games will work very well on the ps4 due to x86
* Consoles (particularly ps3) will not longer hold back pc gaming with its horrible console ports from cell to x86.
The PS1 and PS2 were NOT x86 architecture. I'm not sure what architecture PS1 used, but PS2 used an architecture called Emotion Engine, which was a bit complicated itself, but no where near as complicated as PS3's Cell. Kutaragi actually enjoyed making extremely complex architectures, in fact. He thought to make developers work for it was a good thing. I don't know. Obviously his way was the wrong way, cause now look where we are.
I doubt the PS4 will be backward compatible with PS2 or PS1 games though.
Will the PS4 be backwards compatible?
Here is an E3 video that explains "Gaikai" and PS4 backwards compatibility.
Why do people keep asking this? Anyways, no. PS4 plays absolutely *no* PS1, 2 or 3 games digitally or from disc whatsoever.
Because apparently nobody can pay attention to the press conference, and it's easier for them to make yet another post, sit back and wait hoping they get the right answer, rather than to type "PS4 backward compatible" into Google, and click "Search".
