It's because the purpose of the library is to make items you have purchased or downloaded easily accessible without navigating the playstation store, it's basically a download history for your account.

But who cares? When you're looking at launching a game or whatever, you would generally do it from the main interface, not the library. Why is this an issue for you?

As others have said, Library is basically a downloaded list.  Perhaps if it wasn't called "library" it wouldn't bother you as much?  

 

Seeing Library, I too think of things I would have on the system.

Go to system storage manegment. Delete everything you dont want. The same with sharing video data

I tried to do this for tv episodes hat is bought and watched but couldn't delete them :/ I guess that kinda sucks

It needs fixed.  It clutters the Library section to have deleted items still clogging it up.
