This is what's in my router. I have this translated to my PS3. It does work and I have NAT Type 2. But after I shut off my PS3, I turn it back on and it's NAT Type 3. I then have to restart my router and set up my connection settings all over again to get in back to NAT Type 2. I'm so confused.
OK... lets start over. I need the following info
Modem: Make/Model
Router: Make/Model
And are you using a PC(Windows) or Mac(OSX) to respond on the forums?

For your PS3 you will use IP: 192.168.2.130
- On the PS3 XMB, go to: Settings > Network Settings > Internet Connection Settings. Click this, and it will take you to the setup. This will disconnect your connection, accept.
- The next page will ask you to select a method. Either Custom or Easy. Choose Custom.
- Select either Wired or Wireless.
- Select the operation mode. You can just let your PS3 do this automatically, so select "Auto-Detect".
- Now we get to the IP Address Setting. Here you will need to select "Manual".
Now you fill in the following:
IP Address - This will have the Static IP address - use 192.168.2.130
Subnet Mask - This should always be 255.255.255.0
Default Router - This is the Default Gateway you looked up earlier. 192.168.2.1
Primary DNS - I always use OpenDNS: 208.67.222.222
Secondary DNS - OpenDNS secondary server: 208.67.220.220
MTU - Automatic
Proxy Server - Do Not Use
UPnP - Enable
Press X to save the settings, and the PS3 part is done.
On your PC
- Go to your Router Configuration Page using your Browser.
- Goto the DMZ section of your router
- Insert the PS3s Static IP: 192.168.2.130
- Save all your settings.
At this point I would power off the router for about 30 sec... once its back up restart your PS3 and then check your connection status.
Should be NAT2

Have you tried applying the latest firmware for the router? It must be your router. I'm assuming when you look at the PS3 connection status(even when you get NAT3), the IP you see in the PS3 is the same static IP you put in earlier. One thing that has the "potential" to freak out the router is having UPnP enabled on the PS3 and in the DMZ... it shouldn't matter and I have never seen it do that. So you could disable UPnP in the PS3 to see if it makes a difference. But I would start with the router firmware regardless.
But yes I agree, quite weird.
