I wish there was something like Playstation Mobile and the Xbox Live Arcade where I and many other people could made PS3 games, and upload them to the PSN.

First off, there is nothing anywhere where you can just "upload" a game. Second, what kind of comparison are you trying to make with PlayStation Mobile? How can you want something "like" it, if it exists?
