If I want to play online, will it really cost money?

So I'm reading if I want to play online with PS+ it will cost $50 a year. But if I don't want a PS+ membership can I still play online without all the fancy stuff PS+ comes with? Or is it if I want to play online I must pay for PS+? Is PS+ the equivalent of Xbox live? So if I don't want to pay for PS+ I can't play online, same as Xbox, if I don't want to pay for Xbox live I can't play online?

Online will still be free with Vita and PS3 as it is today

-

Online games will requires PS+ for the PS4.

-

However "free to play" games will not require PS+ ( War Frame, Planetside etc) and Netflix type apps and chat will also not require PS+

You can still do the following on the PlayStation 4, Sign in, Create Account Online, Use Cross over Voice Chat, Message, Add Friends, Use Web Browser, Play Multiplayer for games that allow such as Planetside 2, Access the PlayStation Store, Redeem Codes, Access account information. So you see you aren't completely out of control.
