Any way that I could get a refund for a DLC? Gran Turismo 5 to be exact, downloaded on the wrong account, and have not installed any portion.

No sorry, you could try calling Sony & pleadng your case to them but refunds are rarely given for PSN Store purchases made in error.

well it wasnt an error until i found out it was only usable on one account, I feel PD should have put the notice about it only working on one account a day or two before the dlc came out.

That was still an error, just one on your part not Sony's, a lot of people are aware of DLC limitations.
