I have two PS3s and they both were able to access the cloud storage without issues until a last couple days.

One accesses the clould without issues and the other acts like nothing is stored on it. Even though the other PS3 doesn't have anything in the list, it still shows the space being used.

Interesting, I'm not sure I've heard of this. One thing you may want to check is to confirm that you didn't accidentally make any changes to which PS3 is the default system that uploads game saves as part of the Auot Update function? But even that doesn't seem like it'd affect seeing the cloud saves. 

Perhaps it's just a hiccup that will resolve itself soon, but hopefully it doesn't stick around too long. Sorry i can't be of more help.
