i want to know if the
Classic White PS3™ Instant Game Collection Bundle is Dual Voltage? 

I'm going to a region that is 220v and I wonder if the new PS3 model is dual voltage.

his model is cech 4001c and I wonder if I can use it 220v

As far as I know, no model of the PS3 has ever been dual voltage, at least officially (some people have reported that they've been able to use their US PS3 in 220v regions with only an adapter plug).  Best bet would probably be to invest in a step-down transformer such as this one and protect yourself (and your PS3).
