Can I activate a PSP if I have all my PS3 activations already used?

I've already used up all of my activations for PS3 systems, but I want to transfer some of the PS1 games I've bought off the PS Store to my PSP. Do PSP activations count as a whole new set of activations, or do they just go into your 5 activation limit? And I also want to transfer some PS1 games onto my sister's PSP, could I do that also? Thanks.

I think PSP activations are completely separate but you're only allowed one.

Sony told me 5 PS3s and 5 PSPs for games.
