About the download limit

No, I'm not gamesharing or anything, but I do some PSN region swapping on my PSV from time to time(so I can access DLCs)

Now I'm wondering, since whenever you do region swap you have to relink and reactivate your PSN to your Vita, so...

1. If I redownload the game, does it count as I just wasted another download limit? It's the same vita, but it does has to be reactivated

2. If I don't delete the game from my vita(since I still have space on my mem card), when I switch back, I should still have it and it does not waste a limit right?

I just want to clarify these before making a purchase on the PSN store, since I play lots of imports

There is a limit on the number of systems, not the number of downloads.  I'm not sure how it works for the Vita but it seemed to me that you have to format the memory card whenever you use it with a new account.  Anyway, you can download it as many times as you want to the same system.
