So as many of you may know, the .hack games have had a pretty big following on the PS2. In fact, it has 7 games on the PS2. That's quite a big number of games on one console generation. The characters in question would be perfect for a fighting game. Their supers and movesets would write themselves. I give you two options. I would like the first more than the second.
Haseo. He was featured in 3 games and is a multi class weapon type. He switches between his dual pistols, dual blades, broad sword and scythe. He is an exteremely fast and mobile character while having the armor to back up his defense. This is Haseo in his final form. He can have a few different costumes. He has 4 costumes throughout the series as he powers up.
Kite is technically featured in all seven games. He is the main character of the first four games and a secondary "villain" in the last 3. Kite is not technically in the last three, it's just his character data. His movesets would also write themselves.
Plus he has a huge broadsword he can bring out too.
Xth form would be his lvl3 allowing him to slide around and shoot and everything. But Haseo would be good for all the weapons, kite would be used but have to invovle the magic a bit. Haseo sqaure be dual swords with mash multi hit, triangles would be his heavy blade with charge, and his scythe as aoe around him. lvl 1 be a special move or ally call. lvl 2 be skeith and lvl 3 be xth form

There's more high priority characters that need spots. Crash, Spyro, Cloud, King of all Cosmos, Cros, Dart. etc.
