It was like Pokemon in a way on the PS1. Except it was 3D, you could physically merge the beasts together to make entirely unique and more powerful creatures, fight yourself in combat, and it had a MUCH better story than Pokemon. 

 

Its my favorite game of the PS1 era. If you ever see it, I'd suggest picking it up and trying it.

First thing that springs to mind is the Getaway. It was an "open world" shooter game set in London across two games. It was in the same vein as GTA but had a much bigger story focus and was so quintessentially British it was amazing. It flew heavily under the radar beyond the UK and thereby never got a sequel on the PS3 but most critics agree it's one of the most underrated games ever. I guess the major appeal of the game was just how British it was, which is why it flopped overseas. But it was a gem for the PS2 that never got recognition, IGN recently suggested the protagonist of the first game on their list for PSAS DLC, which is a bit much, but an acknowledgement would have been amazing.
