Look at the beta. The ps3 version- 1gb. Vita- 500mb

Same game and amount of content(minus the two players per ps3)

The game would look awful from vita upscaled to my 32in tv. The game DOES look worse. It has a smaller screen though which allows the pixels to be more "compacted."

Yeah, because of the small screen, the Vita version needs less pixels to look comparable. If you were to project it onto a regular plasma/LCD, it would look hideous. Space shouldn't be a worry, look at Need for Speed Most Wanted, they managed to port the whole game to the Vita and even include Vita exclusive challenges, with the only setback being less PS3esque graphics and less traffic. But getting a large open world console game onto the Vita is an accomplishment onto itself, and says a lot about what can be fitted into the 4gb space.
