That's not how it works. As I understand it, both skin and hair colour are linked to melanin levels - the higher the melanin levels, the darker your skin and hair are. That's why paler people are more likely to have blonde/red hair, while black people have black hair
In addition, blonde hair is a recessive trait, so no, a tiny amount in your family wouldn't cause you to have blonde hair, since there'd be a higher chance of you not being blonde if there are more in your family with darker hair, which is a trait often found within dark-skinned people due to the above melanin-related link I mentioned.
