I think it was made to balance him since his level 1 is one of the cheapest and most effective level 1 attacks. Buffing the misile could be good, but just enough to not make him broken. Maybe a button to accelerate at least?

^ Lol true. I literally use his level 1 as a tech chase (Its the fast and cheap AP too)

Sweet's level 2 being as it is might help balance out how good his level 3 is. It's a risk reward scenario in my opinion.

His level 3 might be the easiest lvl 3 to dodge in the entire game. Place yourself below him and dodge. His stomp is pretty slow, they should make it faster.

Yeah, but you can't make a super perfect on every level. That's just another bit of strategy you gotta think about.

 

Also note, his level 2 does have a confirm. I admit is is VERY hard to do though.

There are characters with better level 1's than Sweet Tooth that also have better 2's. His 3 should have a better way to it people standing right on him.

His level 2 has a few, actually. They're dependant on stage and situation though.
