I'm right at the same rank with you and I'd add that it is really important you practice 1v1 against heavy melee characters. As Radec you have to be able to at least keep them away so you can stay at a comfortable range and get level 1s. This can also be heavily map-specific so I would try going between Colombia and Paris so you can get the feel between the best and worst stages.
His neutral square is decent but certainly not very dependable. If you land the two hit neutral square combo move into an up-throw and then up-triangle them to knock them back. Follow with a sniper shot and voila AP level 1
