...are driving me nuts.
It's not that a character is "Tier 1," it's that you haven't figured out that character's weaknesses or you don't use dodge rolling enough in the game.
Take Kratos for example...he's NOT that hard to beat. His level 1 super is easily countered if you stay up on him, his level 2 is most useful in levels with a lot of vertical space (Dreamscape & Columbia, for example), and his level 3 can be easily dodge-rolled through without dying because all of the movements are so deliberate with a bit of a "recharge" time after they strike.
Raiden is ridiculously susceptible to mid & long range attacks, has an easily-countered level 1 and an avoidable level 2. He often gets the first 3 kills on his level 3, but he's avoidable when going for the 2nd set of kills.
Sackboy is a joke up close. If you come in on him with anyone who can brawl or slash, he's useless. His cake & jam moves are annoying, but it's easy to stop them if you just go off to fight him 1v1 in the corner. Easy to avoid his lvl 1 and lvl 2. His lvl 3 is pretty good, but again, you can drift away from him in your bubbles, which helps a lot.
The character that still gives me the most trouble is Parappa when played by a skilled player. His level 2 is tough to dodge roll if the player anticipates you'll try and he moves so fast on that **bleep** skateboard that you can't really run to the other side of most maps.
That's just my $0.02, but I'm sick of seeing people whine about a character being over-powered and saying that they need to be nerfed. It's been a week since the game came out. Give it time and get better at it.
Fact of the matter is, it is LITERALLY IMPOSSIBLE to have a game like this be 100% balanced and even Omar said something along those lines on stream.. The game is not perfectly balanced, and there is reason to make tier lists even if they are not perfectly accurate at the moment.

Kratos' grappling hook **bleep** me off to no end during the beta. People spam the crap out of that and the Up+Square to Up+Triangle combo, but like I said in the OP, if you learn to dodge roll, Kratos is easy as hell. Everyone that plays as him uses the grappling hooks or a square move when they're coming in on you, so if you see Kratos approaching, dodge roll towards him. You'll end up behind him and you can attack him from there...hopefully getting him into a combo!
