Sure.. but his moves are totally  different,. also Noob is always a bad guy, unlike Sub-Zero and Scorpion who go back and forth across various MK games.

Shang Tsung but his O move set transforms him into subzero & Johnny cage, his lvl3 is Liu Kang in his dragon fatality form.

OR

his level one transforms him into the character he kills (with soul stealer)
Which I think would just change his triangle move set like a Kirby
