Well, actually, it's 22+ on disk according to PG, if we want to get technical.

Notice how he's repeatedly said that there are more characters left?  Yeah.

There wasn't anything except the loco/metal gear solid stage debut...it's still disappointing that it was such a big event and there wasn't really anything...I'm just saying :/ if this is the final im 100% ok with it but it would be great to see something fresh to.

Never said on-disk or DLC. I'm not saying that I think there is only 20 there will probably be more but I'm just giving both sides here

In the comments Paul said it was "most definitely over 22," but seemed to avoid answering whether that was on-disc or not (He said "The total roster goes over 22," and defended DLC characters).

Considering DLC being made this early on would kill the series immediately, it's not going to happen until the game's completely done.  SuperBot have said themselves that they'd be putting as much on-disk as possible before it goes gold and then they'd work on DLC.  If this were a sequel to an established series, I could understand the DLC argument, but it's not; if Sony tried milking the game this early on, they'd be losing money because they'd kill both their own reputation and the PSAS series before it even gets off the ground.  Not to mention the month-long delay that was made to add more stuff on-disk and finish the game that they're not done with yet.  It's a 50 man team, and they would not be able to start DLC for at least another month in the first place, and that's if SuperBot worked fast and got the whole game done a month early.
