There's nothing wrong with the move, block or dodge it. It's slow, he takes time to whip the rifle out and get ready to shoot, and there's a huge, blatant, obvious, telegraphed red laser sight that tells you when to do so. If you get hit by something that literally tells you it's about to hit you, Radec deserves all the AP he can get for hitting with it.

That is not Radec's fault, that's the fault of the other 3 people choosing to not pay attention to the 4th. Radec obviously moved over there for a reason, why would you let him?

Look, I see a Radec, I go after him. If someone tries to jump me for going after him, I roll behind them so radec can shoot them in the face instead, then I go after Radec when the third guy goes flying away. Use some sense, you know exactly what Radec's game is.

I never give the Radecs I fight the chance to pull it off. Picking on lone Radecs can get pretty fun; they're like AP-treasure troves.
If I'm busy with something else, I'll jump over it. It's best to treat spamming Radecs as just another stage hazard.
I like to make PSASBR move-sets. Here's a few:
New Status Effect: Fire. PSASBR needs it.
Memory Card Assistants: PSASBR needs it.
