I don't think you understand that basic just simply means the core characters. Basic = Original. DLC characters would not fall under the comment of basic because they are added later. Again, this doesn't mean there are new / hidden/ unlockable characters. It just means there are the 20 basic characters. The 20 characters we have been told time after time are the only characters on the disc as playable characters.
