Both Radec's 1 and 2 confirms are easy, though the 1 is situational. OP needs to learn to play before, or preferably instead of asking for nerfs.
Well, to be fair the LVL1 is situational but entirely doable.
If you have someone stuck with a charge from O, you can land the bomb glitch (if you need details on this I can provide them) and then do your LVL1, because of the way the charge explosion interacts with the bomb it allows you to combo into the super.
I am assuming you are asking how to do the bomb glitch. The short of it is that by using the retreating bomb as close as possible to the ground you can deploy the bomb without the recovery animation.
Radec essentially lands on the ground and a bomb appears right next to him. The bomb and charge explosions interact in a way that one happens followed by the other, this interrupts the knock back, but keeps the opponent in hitstun long enough for you to land the level 1.
The real key is learning the timing on the bomb glitch, again making sure to deploy the bomb as close to the ground as possible.
To be fair this air recovery cancelation due to landing property is a staple of fighting games and has always yielded interesting results depending on the character, moves and implementation. This is NOT the only place where you can do things that are otherwise not possible in PSASBR just by timing your move input relative to when you land.
This is also how Dante's empty bold cancel works in essence, though his is much harder to use as it requires multiple cancels, the part that makes it actually happen is his landing right after the last cancel, which in turn cancels the animation on whichever move you used (I personally prefer neutral O, but I have seen people who say they prefer Square).
