If you're talking about that one trailer where he doesn't attack, its because he usually attacks either groups or someone standing still. Its like the Hydra from Metropolis.
It's actually not copy paste, in one of the other videos you can kind of see the Loco Roco enviornment are in the format of 3D models, you can see it easier when the results screen comes up.
