Can he only counter?  That would definitely explain why they allowed him to have such a high AP gain.

No I think it's like other characters with a counter. Kratos has both.

Also I remember Omar saying sly was the only character without a block

Raiden does not have a block, he has a counter isntead of blocking.

According to his moveset on the official website, L1 is counter instead of block

That's what I saw, the moveset.  It makes it seem that either the moveset is wrong, or that they intended to make Raiden a purely offensive character.  This could prove interesting...

I don't think the moveset is wrong, Raiden should be a very cool character to play as

I'm thinking that the movest is right too.  Has anyone seen Raiden block in a video?  If you have, plese post it here.  I would like to know.

Oh wow, I think I was wrong, Raiden doesn't have block! That's weird!

So it seems most of us are in agreement that he can't block.  Unless otherwise proven wrong, this is a very interesting design choice.
