There have been games with bosses as playable characters, like every street fighter for one.

that all depends on whether or not you can unlock him to play as.  In street fighter 4, you could unlock the final boss to play as

I have seen this to, it may be like what they did for mortal kombat vs dc. beat the boss and then he is unlockable as a player only way he would count. if the boss can't be played he is not a character on the roster

if the boss is playable, yes, it's a char,

if it isn't, then no, it's not a char....
