Here's a question for this, who would you want handling more of the development? Obviously both companies will be developing but who would you put in charge?

I'd put the Smash devs at HAL Labratories in charge, they have more experience in this genre.

Although it's only one game, that doesn't necessarily mean only one combat system will be present.  The only stipulation is that it's one time only.

Its the percentage system, except instead of chasing around smash balls, each character builds up an AP meter, which they can then use as a smash ball style attack

How about both dev for their respective systems. Hal Labs doesn't know what good mechanics are, hence they have broken mechanics. SuperBot devs for PS and Hal Labs devs for Nintendo.

Still one copy that's exactly the same on either console, Noc.  That's literally the only rule here, so there's no bending it.
