Doesn't sound like he's an NPC as such. Sounds more like the announcements that played as you moved around Haven City in Jak 2 (the echo certainly gives that impression) - the omnipresent propaganda of Baron Praxis rather than the man himself.
So the Baron's voice confirmed, sure, but not appearing as a character with an actual model as such. That's how I'm seeing it anyway.
So wait, if Hades speaks in the GoW stage, that means Clancy Brown has two roles in this game now!
