Balancing Question

Why do characters like Heiachi, Evil Cole etc have 100% effective and easy setups for their level 1 supers while others such as Parapa have to effectively predict what the opponent is going to do? I feel that this skews character balance as far as 1v1's go.

There is a lot more to balance than "There level 1 is better than mine, they are the better character." You have to take into account how good their level 2s and 3s are, the cost of their supers and how long it takes to get them, etc etc.

So let's compare Parapa and Heiachi. Parapa needs to get to his level 2 three times to guarentee three kills to win the match. Heiachi has to get to his level 1 three times to guarentee the same results. Help me to see the balance there.

IKR. People seem to think this is a tournament worth SF4 caliber fighter. I still don't understand why those people are so stupid...
