Personally, I think not.
On big stages (Invasion, Dreamscape, Franzea, Practice Large 1, Black Rock), many Level 3 supers are neutralized because there is a lot of room to run away, as are the timed Level 2 supers (Raiden, Parappa, Big Daddy, Heihachi). It really does blow when you use a 750 AP-cost super that has a chance to not even get 3 kills on these run-away maps. Meanwhile, the screen-clearers have a cheaper level 3 that guarantees 3 kills (if people know how to roll, this could be the match in timed).
But if you're playing on any other stage, this pretty much doesn't apply.
Also, in 1v1s, amidst all of the constant dodging (much more than FFA, lol), the fact that these are usually cheaper than most really do help, because it sucks to work all the way up to your level 2 (or use multiple 1's) only for them to roll/air dodge/you just plain missing.
I was doing a 1v1 stock once and I was simply being wasted by this guy, I gained meter pretty slowly, but I ended up winning because I used my screen-clear Level 3 three times while my opponent was trigger-happy as soon as he got a L1 and missed nearly every time.
But if you have mastered/believe in using your character's confirm for a lower level super, this pretty much doesn't apply.
Heck, even if you're doing FFA on a medium map, screen-clearers are probably better than Sir Dan/Fatty P's Level 3...

In 1v1, it could be a really good choice imo. Once I was fighting a Spike and we both had one life left. He kept hitting me with his boomerang while running away, until he got his lvl 3. I wasn't able to develop a strategie against this, so I lost.
I hate screen clears. With my level two, I usually get about 2 or 3 kills (Toro). So what's the gain of getting to level 3 for me? After watching somebody get like 6-8 kills with one level 3, it leaves me with a disadvantage.
Playing mainly with parappa I got to say the screen clearer is pretty good. It's 100% gonna get you kills, so what could be bad about it?
it's cause his level 2 can almost 100% get you 3 kills also, so it's better. The only time that it wouldn't be a triple kill would be if you were stupid with it or you opponents were absolute BEASTS at dodging.
