With everyone constantly getting better at predicting and dodging supers, I would say in the long run the screen clearers won't look so bad anymore.
I should use it with Spike more often, I'm just constantly risking his lvl1 all the time.
Sure, sometimes I get two or three kills from one hit with it, but that's very rare and needs perfect timing.

Screen clearing Level 3's are fine. For charcters like Parappa it may be smart to go for it. Here's an example (I experienced this):
On the Ape Escape stage, I finally reached Level 2 with Parappa after a hard match. However, after I unlocked it everyone flipped out and started dodging like crazy and jumping higher on the platforms. I was completely screwed and couldn't reached them and so I wasted my super. If I had gotten my Level 3 then I could have at least gotten 3 kills.
I have heard some people complain that screen-clear Level 3s are bad because they guarantee 3 kills. I have also heard people say screen-clear Level 3s are bad because you can ONLY get 3 kills. It's apparent to me, therefore, that screen-clear Level 3s are neither an advantage nor a disadvantage, but a phenomenon many people refer to as a tactic. And as long as it's not too easy to rack up the AP needed to use one, they are perfectly fair.
I main PaRappa, and the only times I use my Level 3 are 1) in big stages, 2) in matches with all purple-or-better belts, 3) in matches with one or more "perma-invisible" Sly Coopers, or 4) I'm kicking so much **bleep** that I want to taunt my opponents by using a super that is overpowered for its given intent. I NEVER use it on Dojo since it's so small, and I NEVER use it in 2v2 matches.
