I honestly wouldn't be surprised if we start seeing him more regularly in the coming months though with the direction the metagame is taking (Or at least in 1v1.)
I don't bother with big tournments. Jak just isn't the type for those big wide event tournments. He has to many faults and is at a disadvantage to a lot of characters. Its even worst if its time matches. By not having a correct(in the open)setup special its also to risky.

Most tournaments are stock, and he is one of the few characters who can be effective against airborne opponents, which is where the metagame is going to avoid all the ground based confirms.
With all the new technology people have been finding recently and some of the recent performances, I'm not in agreement with you. I don't think he'll be running rampant, but I can easily see him get a popularity surge in the coming months.
Im a Jak main. Im pretty sure im right on this matter especially the part where you sayid with all these people finding these new tricks and performances.. Jak has a disadvantage in Time games, FFA games and overall is not a good match up against a lot of people. I didn't even include the slow AP gain, along with a low combo gameplay style along with relying heavily on 2 guns overall(Blaster and Wave Concussor).
I have faced some of the top people on the LeaderBoard especially the Ratchet and Sly players and man I came close to beating one of the guys in the top 3 in a 2v2, but Jak just didn't have the proper moves to deal with them and AP gain.

Again, I completely agree that Jak doesn't do well in time with the low AP gain, but I've seen tournament level Jaks do well in 1v1 stock, and considering that multiple people are finding new stuff for him, both on and off of these forums, I could see him getting more usage. Probably not in ranked, since again, time, plus well, yeah... Ranked... Not exactly the most competitive mode rulesets, nor does it involve high level 1v1s which is what I am talking about.
Ok but what im also saying is that Jak is not good in 1v1 he is just better in 1v1s. Theres a difference between being great in 1v1 and being good in it. Jak just has the advantage to a degree. Even in 1v1 with the skilled players ive faced and seen Jak isn't a threat at all. Usage is the point here, its the match up. There have been some skilled players Ive faced who shut me down mobility wise leaving me to ground battles and its not that pretty with Jak because of his slower speed -_-.
There isn't much to find anymore a lot of skilled players have reached their peak with their favrotie character like I somewhat have. Theres only so much you can do in a combo because of the AP breaking system. Ive faced alot of the top ppl on the leaderboards so my judgment is stronger, more accurate and sharper(just saying).
