I feel like prototype had potential and a good idea but radical just can't make games well and so the characters were unlikable, the story repetitive, the graphics were bad, and so on
i agree with that, prototype had tons of potential, i even thought it was going to be better than infamous, but i was clearly wrong.

Prototype was terrible. It was the only game to actually make me sick from playing. I'm not one to shy away from violence in videogames, but the sheer amount in that games was just unnecessary. Not to mention that both Mercer and Heller were generic and unimaginative protagonists with no redeemable features.
So, short answer: No, too irrelevant to Playstation, the studio's dead, and Activision wouldn't give out them out before Crash or Spyro.
I haven't played either prototype game, but the one person I know who has generally hates things that are good, and likes terrible things. He thought Infamous was terrible and prototype was amazing, Hated the Avengers but liked Men in Black III, and is an Xbot, but doesn't like Halo, or like any Xbox exclusive. so it doesn't even make sense.
Anyways, I could see how Mercer, or Heller could have a cool move set, I just don't think they have the following needed to warrant putting them in the game.

Game devs - "we wanted to put in evil Cole so we had to get rid of everyone else the fans wanted"
