I've been using my roomates PS3 to play Sleeping Dogs, and have thus saved my games there.
Recently I've procured my own PS3 and would like to play my own game on my own system.
For whatever reason, the files are listed as 'Copying Prohibited'.
Is my only option to get PlaystationPlus?
If I do, do I have to buy it for both PS3's?
Can I in theory cancel PlaystationPlus and only pay for 1 month or something? $17.99 is a lot to pay for a save file...

No you can do a tranfer with an ethernet cable

You buy Plus for an account not for a system so you'll only need to buy it once.

You're welcome. Just be aware you're only able to use saves on the account they were made on. So if you and the roomate were sharing an account and now you want your own account you're out of luck. If you both had seperate accounts all along you've got nothing to worry about.

The Ethernet cable isn't really an option in general. It could work in specific cases, but this isn't one of them. It is important to understand that you can't just copy the copy-prohibited save data over the Ethernet cable. You have to use the PS3 Data Transfer Utility to clone your friend's PS3 to yours. The reason that won't work is that all of the copy-prohibited save data on your friend's PS3 will be moved (copied to yours, and then deleted from his) by the Data Transfer Utility. That means that his Sleeping Dogs save data will end up only on your PS3, in addition to your Sleeping Dogs save data. So will any other copy-prohibited save data that he has. Your friend will undoubtedly not appreciate that, and it is a poor way for you to thank him for letting you use his PS3. Your only practical option in this case is Playstation Plus online storage. The minimum subscription that you can buy is 3 months for $17.99, but you may be able to get a 1 month free trial subscription.

I was under the impression the transfer made a copy but didn't delete anything from the original system. From what I see it first deletes everything from the receiving system which makes sense. You would end up with two identical systems. Is this incorrect? Have you done it?
With Data Transfer Utility you may now transfer data that is saved on one PS3™ system's hard disk to another PS3 system's hard disk with an ethernet cable.

You are correct, except for the case of copy-prohibited save data. Sony didn't want the Data Transfer Utility to be used to copy that save data, so it moves it instead. That means you have it on the destination, but not on the source. That is the only case where the destination PS3 is not a clone of the source. This is documented at the beginning of the Transferring Data section of the Data Transfer Utility documentation...
"Turn off both PS3™ systems, and then perform the following steps. If the transferred data is saved game data that is copy-prohibited or data that is copyright-protected, it will be moved to the destination PS3™ system and deleted from the source PS3™ system."
