Yes. As long as you have access to the sign-in e-mail account, and know the date-of-birth registered with the account, you can reset the password by clicking the "Forgot Your Password?" link or button under the PSN sign-in prompts. If you don't have access to the sign-in e-mail account, or didn't use your real date-of-birth, then you have to call Playstation customer support at 800-345-SONY to reset your password.
That is the PSN password, which every PSN account has. The PS3 password is a four digit code, and only is used or parental controls. Not PSN account security.
