Yes that's the issue. You can get the US version of the game or get the European DLC. They both must match for it to work.

Welcome to the PlayStation Community for the USA.
It's not a 'bug' it's meant to do that, ALL DLC must be from the same region as the original game, be it digital or in disc format, unfortunately you have wasted your money & your only option is to purchase a US copy of the game.
