No you don't "need" to make a folder named video.  I transfer files nearly everyday on several different types of media, and have never needed to make a specific folder.  However, I do believe the PSP needs this requirement.

Yes you can make a VIDEO folder. But its not necessary.

ONE way - IF you make a VIDEO folder and place your video into it. It should show up no problems in your VIDEO section on your XMB.

Second way - IF you just simply put a video on your flash drive. Once in the VIDEO section your gonna need to hit triangle and "display all"

i made a folder named VIDEO and now it works fine
