You'd switch out of photoshop and into ImageReady.

Then you'd simply take the photo as the background, and in each new frame, a new layer would be responsible for making the teeth 'glow' like that. Probably the best glow look for this particular image could be achieved with a shade of dark grey on layers set as "color dodge" or "linear dodge"
