Peronsally i would just buy from newegg, its a hassle to fight for them in line and waiting in the cold early in the morning to make sure you get one. it's like 50 dollars in rebates too.

are the $15ish psu's risky?
will they murder death kill my compy with super electrical powers?

Murder kill no, they just won't be any more help because they are unable to provide stable amounts of power to your computer.
