First thing is you want Black Ops 2.... and you need money.
So.... ask your mom and dad to use the lawn mower and a fuel container with 1gallon of gas, so that you can go around your neighborhood offering people to cut their grass for $10 just for their front yard. You'll only need to do 6 lawns, which can be done in about 30-45min for each yard. Spread the work over a period of 2 or 3 lawns every day..... and you'll have enough money in one weekend. If you're wanting to keep making money, consider making a contract with your neighbors that you'll cut their grass at $10 whenever they need it done.
If you want to be a programmer.... you'll need to go to school for it to actually get a job doing it. You can always learn yourself along the way.... plenty of websites that offer free tutorials on different programming platforms. Just use google and be prepared to READ... A LOT.
Also, for inspiration, look up Allen Wong.
Possibly borrow it from a friend or wait until it's a special occasion such as your birthday and recieve it as a present.

Would your parents actually let you get the game? 12-13 Years old seems a little young for an M rated game.
At your age, maybe you can trade in games, have your parents sell some toys you no longer use on an online auction site, or do chores around the neighborhood.
Money Troubles though? I am not ripping on you here, so please take this with a grain of salt. You have yet to fully understand the true meaning of "Money Troubles". Enjoy your youth. Maybe if you are a good kid, your parents will surprise you. You should save any money you get though.
I speak from experience. If you are smart with your money and avoid wasting it on video games, and junk, you will be happier for it in the future. Then, when you get enough money to afford the little things, go out and buy some games.

As mentioned - work for it.
Lawns (already mentioned), babysitting, shovelling snow (if there is any), raking lawns, pulling weeds, washing cars, any odd job you can do.
Don't agree with Moble 100% though - my philosophy is that if you work and earn some pocket money you should be free to spend it as you see fit. I can agree with wanting to have video games at your age as when I was in Grade 7 all the rage were the handheld electronic football games. I wouldn't blow all my money on toys if I were you, but everyone is entitled to have some fun, so long as they've earned their way to that fun.
