Tell us EXACTLY what the math book says, word for word.  Leave NOTHING out.  Then maybe we can help you.  Right now you are asking how to convert inches into gallons.  It can't be done.
 
 
P.S.   A clear digital picture of the problem on the page would help a lot.

If you are absolutely sure that this is the exact wording, then the question cannot be answered.  A millimeter is a unit of length, not volume.  Tell your teacher I said so if he gives you any static.
 
For this to make ANY sense at all, you would have to use a graduated cylinder, not a measuring cup.  A graduated cylinder retains a constant diameter as it fills up.  A measuring cup generally widens out toward the top, producing a variable diameter depending on the volume.  Every measuring cup I have ever owned is like this.  Therefore, one millimeter near the top will have more volume than one millimeter toward the bottom.  Since you don't know how much the measuring cup holds or the slope of the sides of the container, you have insufficient information to calculate the precise effect on the water level once addditional marbles are added.
 
Print this off if you need to and show it to your teacher.
