It's triggered by placing a sticker on it. If you find the right sticker (in that shape) and place it on there, it will activate something. Usually it will drop down prize bubbles.

 

Note: Also, if you do have the correct sticker already, when you open the sticker section while you are in said level, the sticker will be at the top of the list.
